Noynoy’s SONA was a song of love, a sona-tta de un amor, wooing the Pilipino people back into his arms after his ratings plunged. Many were impressed by the resounding speech. Kris cried. But beautiful speeches do not change one’s track records of past blunders. Outside, a screaming street protest doused with red water, hinted of something amiss in Noynoy’s foreign policy. Perhaps it was a PNP message that any protest against the President was RED AND ‘COMMUNIST’. Pinoy lamented that his achievements were never appreciated, perhaps because they were drowned out by his blunders, like  –

 

Noynoy has been accused of having a knee-jerk foreign policy, RE- China and the Spratleys. He is inviting the predator eagle to kill the predator dragon, a simplistic foreign policy without any in-depth geopolitical study by an unbiased academe-based think-tank group, no research or integrated plan. Dealing with two opposing predators is a tight rope walk. The Americans are not interested in the Spratleys. They have a larger plan of ‘rebalancing’ and ‘encircling’ China. Mutual defense is a myth. Is it good for Noynoy to embrace out of fear the Americans, who use the Spratleys issue to be able to get a new military base they need so badly for their ‘rebalancing’, that would make us more a target of China in the future? Are we prepared to get caught in the middle?

 

If there is an incident in the Spratley’s, the US has to understandably give harsh diplomatic protests, as in the past, to prove they are on our side, but will they lift a finger, and risk an all out war at this time? Or will they just give us a few used warship and warplanes to encourage us to die in a conflict with a vastly superior Chinese navy? Will they risk their lives or only our lives? The US will never send troops. If they will not come to our rescue anyway, is it not better to be more ‘neutral’ (whatever that can mean), which does not necessarily invite more Chinese incursions? China and America are both getting ready for a future war a decade or so from now (they know it) and we are the filling in the sandwich. All these questions must be answered by a geopolitical think-tank team not pro-US, not pro-China, but totally pro-Filipino.

 

Noynoy says the DAP an act of love, when the SC says it is an act of ignorance. There is no excuse for a President to not know the law, what with his entourage of lawyers at his beckoning. Over and beyond the goodwill he speaks about, let’s have an audit of the funds. What has been spent well, what has been pocketed, and what is left that has to be returned. It’s as simple as that. Then we can talk of goodwill.

 

The move of solons to a counterpunch, looking into SC funds is pathetic, a reflection of how low we can go. There is a Filipino culture that if you accuse me, I accuse you back instead of explaining myself. This type of rogue reaction is creating a war in three fronts – executive, legislative, and judicial, going towards a crisis of governance. In the eyes of the public, obviously, the judiciary is the hero, and the other two are the corrupt anti-heroes.

 

PEACE TALKS MAY BRING WAR

 

The new law on Bangsamoro is dangerous. It may bring war rather than peace for the following reasons-

Autonomy essentially induces separatism, separate ways, laws, etc. and discourages co-existence in a crowded land were people have to interact and forever rub elbows. Separate laws can result in people running to the other side to get away with crimes not considered in the other side’s laws. What is good for one may not be good for the other. Muslims and Christians inter-marrying is the greatest example of co-existence.

The government’s motive to go into peace talks is to improve its political image. Malacanang offers bread, but the soldiers offer bullets. The rebels’ motives, whether NPA or MILF, is to get short term concessions, like arrested comrades released, security privileges, etc.
IF PEOPLE DO NOT SURRENDER ARMS, WHAT ARE PEACE TALKS FOR BUT TEMPORARY CESSATION OF HOSTILITIES? PEACE TALKS HAVE BEEN GOING ON ENDLESSLY FOR DECADES BUT THERE IS NO LONG TERM PEACE. ‘SUCCESSFUL’ PEACE TALKS IS NOT A SIGN OF GOOD GOVERNANCE, BUT A MERE PR STATEMENTS.

There are dozens of Islamic factions in Mindanao. Factions which are not included in peace talks will be angered to wage war, which has happened many times before. The precondition for true autonomy is one united Bangsamoro which will never happen.

There are complex contradictions hinted by the delay of the proclamation of the Bangsamoro Law, labeled by some as unconstitutional. These nitty gritty contradictions reflect the futility of it all.
 
THE WAY TO PEACE IS TO LEARN TO COEXIST, TO LIVE AND TRADE WITH EACH OTHER. THE WAY IS GOODWILL, NOT STATUTES OR PACTS, WHICH WILL BE BROKEN LATER ON. THIS IS A TALL ORDER, NOT EASY. PEACE IS IN OUR HEARTS NOT IN OUR LAWS OR PEACE PACTS. BUT WE ARE RELATIVELY LUCKIER THAT OTHER MUSLIM-CHRISTIAN NATIONS, WHERE THE GAPS ARE MUCH WIDER. eastwindreplyctr@gmail.com
